How-To Enable Extended Security Maintenance (ESM) Apps for Ubuntu
If you use a long term support of Ubuntu or Ubuntu derivatives, you may notice that you don't get all of the updates unless you enable the esm-apps. Extended Security Maintenance (ESM) is extra security patching for Ubuntu LTS, now included in Ubuntu Pro.
Go to the following website https://ubuntu.com/pro and scroll down to the "Free for personal use" section.

Create a FREE Ubuntu One account in order to enable esm-apps on your system. If you had Livepatch enabled on your system then you may already have an Ubuntu One account.
You may get a message similar to the message I received when I upgraded my system.

Calculating upgrade... Done

You will have to enable Ubuntu Pro in order to turn on ESM Apps on your system. Open up the Software & Updates and click on the Ubuntu Pro tab across the top. Follow the instructions in this dialog box to enable Ubuntu Pro. Then turn on the ESM Apps under the Security section.
Now open your Terminal and enter the following: sudo pro enable esm-apps
Next, enter the following in your Terminal: sudo apt upgrade
You will now be able to upgrade those files.
